In the 18th century, North Charleston was known as “The North Area,” and Rivers Avenue was referred to as “The Broad Path,” a vital trade route connecting Charleston to the Upcountry. Today, this historically significant road is surrounded by businesses and continues to grow more congested, posing increasing risks to pedestrians and cyclists.

When we relocated our North Charleston office from Remount Road to Rivers Avenue in 1975, our goal was to position ourselves in the heart of North Charleston. However, we could never have anticipated how much busier and more hazardous this road would become over the years.

Rivers Avenue Crash Statistics

In 2022, the South Carolina Department of Transportation released the South Carolina Pedestrian and Bicycle Safety Action Plan, which analyzed crash data involving cyclists and pedestrians across various road segments from 2015 to 2019. Rivers Avenue had three segments ranked among the top 20 worst in the state, with many other cross streets mentioned in the report:

  • Rivers Avenue from Verde Avenue to Reynolds Avenue
    • 35 total crashes
      • 7 involving cyclists
      • 28 involving pedestrians
    • 2 fatal crashes
    • 6 incapacitating injuries
    • 11 non-incapacitating injuries
  • Rivers Avenue from Aviation Avenue to Harley Street
    • 21 total crashes
      • 9 involving cyclists
      • 12 involving pedestrians
    • 2 incapacitating injuries
    • 4 non-incapacitating injuries
  • Rivers Avenue from Eagle Landing Boulevard to Morris Baker Boulevard
    • 19 total crashes
      • 4 involving cyclists
      • 15 involving pedestrians
    • 1 fatal crash
    • 4 incapacitating injuries
    • 8 non-incapacitating injuries

The fact that over 10 percent of traffic fatalities in South Carolina involve pedestrians highlights a critical problem. Pedestrians are particularly vulnerable in busy traffic environments, where high vehicle volumes, speeding, and inadequate infrastructure create dangerous conditions. In 2023 alone, this translated into hundreds of families affected by the devastating loss of a loved one, all of which could have been mitigated with better safety measures.

Thankfully, our city leaders are addressing safety concerns along one of the most dangerous sections of this road through the Rivers Avenue Mobility Improvement Plan.

City Plans to Make Rivers Avenue Safer

The Rivers Avenue Improvement Plan focuses on a critical stretch of road from Durant Avenue to Reynolds Avenue. Currently, this area features a busy four-lane traffic road. The new plan proposes a significant redesign. The plan, estimated to cost $142 million, will be funded through Charleston County’s transportation sales tax if it is approved by referendum in November. The transformation will convert the existing four-lane road into a more streamlined two-lane road, incorporating a range of new features designed to enhance safety and accessibility for all road users.

Key components of the plan include:

  • Dedicated Bike Lanes: Cyclists will benefit from newly created bike lanes that provide a safe, designated space away from motor vehicle traffic. This change is expected to reduce the risk of accidents involving cyclists and make biking a more attractive and viable option for local residents.
  • Expanded Pedestrian Walkways: Sidewalks will be widened to accommodate more foot traffic, ensuring safer and more comfortable walking conditions. This enhancement is particularly important for those who rely on walking as their primary mode of transportation.
  • Access to Public Transportation: Many of the proposed sidewalks and multi-use paths will link directly to CARTA stations, enhancing safety for public transit users.
  • Room for Rapid Transit: The plan integrates a dedicated lane for the Lowcountry Rapid Transit system, a 21-mile bus rapid transit project set to connect various parts of the region. This feature will improve the efficiency and reliability of public transportation, making it easier for residents to travel across the area.
  • Green Spaces: The addition of trees and landscaping will beautify the sidewalks, provide shade, and contribute to environmental sustainability. This improves the aesthetics while helping residents stay cool in the Lowcountry heat.

The Rivers Avenue Improvement Plan is a testament to North Charleston’s commitment to creating safer, more vibrant, and accessible streets. With strong support from state officials and collaborative efforts with local governments, this project is poised to make a meaningful impact on our community. The changes proposed will reshape how we navigate our city, making it a better place for everyone—from cyclists and pedestrians to public transit users and motorists.
